Critical Connections:

Human Rights, Human Development and Human Security

18-19 August 2011

Chulalongkorn University, Bangkok, Thailand

 

Introduction

Human Rights, Human Development and Human Security are cornerstone concepts of the theory and practice of development and social justice. Whilst some argue that each is a school of thought in its own right,

others conclude that the concepts are intimately connected and complimentary. Human Rights have been a foundation of international development since at least the Universal Declaration of Human Rights in 1948, from which has grown a comprehensive “rights-based approach” to development. During the 1980s, following an upsurge of normative thinking, the notion of Human Development emerged that mounted a serious challenge to the previous GDP-centric modernization development theories, and has been promoted by major development agencies such as the UNDP. In the 1990s, the more holistic concept of Human Security emerged that sought to synthesize notions of basic needs, human development and human rights and in the process redefine security from a state-centric perspective to a focus on the individual. Critics of Human Security, however, have argued that it is just “old wine in a new bottle” and impractical for guiding development on the ground.  This conference will explore the critical connections and cleavages between Human Rights, Human Development and Human Security, and seek to close the gap between development in theory and in practice.
